Effort Allocation & Certification Guidance
This guidance applies to all University of Northern Iowa administered externally sponsored grants, contracts, cooperative agreements, and memorandums of agreement, collectively referred to as a “sponsored program” or “sponsored project”.
Effort allocation and certification is a process by which all compensation paid to a university employee is assigned to be paid by a sponsored program (allocation) and then verified as correctly allocated after the work has been accomplished (certified).
The following information outlines the University of Northern Iowa's obligations for allocating and certifying effort on sponsored programs as set forth by the 2 CFR 200.430 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards).
The University of Northern Iowa follows similar best management practices and interpretations of federal effort allocation and certification guidance as those adopted by other institutions of higher education.
All faculty and staff working on sponsored programs must comply with all applicable regulations regarding proposing, allocating and certifying effort on a sponsored program(s).
